Olaa (DOT) <br />Subject: 2022 Delegated Contract Process (DCP) Agreement for LPA Approval <br />Date: Tuesday, December 6, 2022 8:27:00 AM <br />Attachments: imaae001.Dnq <br />Sample Resolution.Ddf <br />Ramsev.Ddf <br />Bruce Westby, <br />It is time to update the Delegated Contract Process (DCP) agreements between MnDOT and local <br />public agencies (CPAs) eligible to receive federal funds. These agreements cover the roles and <br />responsibilities associated with federal aid funds and allow for MnDOT to act as a local agency's <br />agent in accepting these funds for construction projects. <br />Attached you will find the draft DCP agreement between MnDOT and your agency. Please review <br />and obtain signatures if you approve. A Board/Council resolution similar to the attached example, <br />must be passed. Please verify that the person/title authorized to sign as stated in the resolution, <br />corresponds to the signature (person/title) on the signature page. Please email a signed copy of <br />the agreement and resolution back to Olga Kruelova. Fully executed copies will be returned to <br />you. If you do not get a new executed DCP agreement SALT may not be able to request federal <br />authorization for any of your agencies future federally funded projects. <br />On April 4, 2022, the federal government switched from using the DUNS number to identify entities <br />and is now using the Unique Entity Identifier (UEI) numbers. When you send in your DCP <br />agreement. please include your agency's UEI number in the body of the email. <br />Please contact Olga Kruglova (oIa.kruIovastate.mn.us) if you have any questions about the <br />agreement execution process or Rachel Broughton (Rachel.brouahtonstate.mn.us) if you have <br />questions about the agreement contents, LPA representative changes, or anything else. <br />Changes between 2018 DCP and 2022 DCP agreements include: <br />• Updated CFDA to Assistance Listing Number (ALN) and DUNS to Unique Entity Identifier (UEI) <br />• Addition of section 8.6 Electronic records and signatures <br />• Addition of section 8.7 Certification <br />• Addition of section 18.3 Title VI language/section <br />• Addition of section 18.4 Buy America <br />• Addition of section 18.1.11 referencing 2 CFR 200.216 Prohibition on certain <br />telecommunications and video surveillance services or equipment <br />• Addition of section 18.1.12 referencing 2 CFR 200. 322 Domestic preference for procurements <br />Thanks, <br />Chris Nobach, P.E. <br />Assistant Project Development Engineer <br />State Aid for Local Transportation <br />651-366-3824 I christooher.nobach(state.mn.us <br />
