CASE <br /> <br />Funding for Not-for Profit Organizations <br />By: Police Chief Jim Way <br /> <br />Background: <br /> <br />At the November 7, 2005 Work Session, staffdiscussed contributions or contracted services with <br />not-for-profit organizations that provide social services to the Ramsey community. The City <br />Council may consider on an annual basis contributions to or contracts for services with not-for- <br />profit organizations that provide social services to the Ramsey community. Criteria for <br />determining whether funding shall be allocated to an organization will include but not be limited <br />to the following: <br /> <br />If not for the funding requested for the services offered by the organization, these <br />services would not be immediately available to residents of the Ramsey <br />community. <br /> <br />There must be a public purpose for the expenditure. <br />a) The activity will benefit the community as a body. <br />b) The activity is directly related to the functions of government. <br />c) The activity does not have as its primary objective the benefit of a private <br /> interest. <br /> <br />The services provided by the organization fill a significant need in sustaining <br />and/or supporting the public health, public safety, general welfare, security, <br />prosperity and contentment of the community. <br /> <br />The organization has demonstrated a need for funding and has established a <br />proven track record of providing cost-effective, utilized, and highly valued <br />services to the community. <br /> <br />5. There must be a specific or implied authority for the expenditure in statute or in <br /> the city's charter. <br /> <br />The City Council will review funding requests during the annual budget process. Staff will <br />prepare documentation with regard to the criteria and provide recommendations to Council for <br />consideration. <br /> <br />Recommendation: <br /> <br />Staff is recommending that the City review funding requests to provide annual contributions to, <br />or contracted services with, not-for-profit organizations that offer social services to the <br />community. <br /> <br />-159- <br /> <br /> <br />
