Councilmember introduced the following resolution and moved for its adoption: RESOLUTION #06-01-XXX RESOLUTION INTRODUCING ORGANIZATIONS CONTRIBUTIONS TO NOT-FOR-PROFIT WHEREAS, on November 7, 2005, at a City of Ramsey Work Session, staff discussed contributions or contracted services with not-for-profit organizations that provide social services to the Ramsey community; and WHEREAS, the City Council may consider on an annual basis contributions to or contracts for services with not-for-profit organizations that provide social services to the Ramsey community; and WHEREAS, the criteria for determining whether funding shall be allocated to an organization will include: If not for the funding requested for the services offered by the organization, these services would not be immediately available to residents of the Ramsey community. There must be a public purpose for the expenditure. a) The activity will benefit the community as a body. b) The activity is directly related to the functions of government. c) The activity does not have as its primary objective the benefit of a private interest. o The services provided by the organization fill a significant need in sustaining and/or supporting the public health, public safety, general welfare, security, prosperity and contentment of the community. ° The organization has demonsti:ated a need for funding and has established a proven track record of providing cost-effective, utilized, and highly valued services to the community. 5. There must be a specific or implied authority for the expenditure in statute or in the city's charter. And WHEREAS, the City Council will review funding requests during the annual budget process, with staffproviding recormnendations to Council for consideration. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, as follows: -161-
