Councilmember Cook: aye <br />Councilmember Elvig: aye <br />Councilmember Jeffrey: aye <br />Councilmember Olson: absent <br />Councilmember Pearson: aye <br />Councilmember Strommen: aye <br /> <br />Motion carried. <br /> <br />Case #12: <br /> <br />Authorization to Apply for 2006 Community Development Block Grant <br />(CDBG) Funds <br /> <br />Assistant Community Development Director/HRA Executive Director Frolik explained the <br />County receives CDBG funds from the Department of Housing and Urban Development (HUD). <br />Anoka County awards the funds to communities with qualifying projects. A mmximum of 15% <br />of the total CDBG grant to the County may be used for public service agencies and 20% may be <br />used for planning and administration purposes. Proposed projects must meet one of the national <br />objectives: benefit Iow to moderate income persons, eliminate slum and blight, and/or meet an <br />urgent need. The funds requested for any project cannot exceed $300,000. Funds may be used <br />for housing, public facility needs, senior and youth programs, infrastructure, planning purposes, <br />economic development activities, and historical preservation. Ms. Frolik explained over the past <br />few years, the City has received approximately $600,000 for acquisition of blighted industrial <br />parcels for redevelopment. Prior to that, funds were allocated towards various planning projects <br />such as updating the Comprehensive Plan and zoning codes, in addition to allocations to public <br />service agencies. <br /> <br />Ms. Frolik advised given the fact that the comprehensive planning process has taken longer than <br />anticipated, staff is recommending that the City apply for up to $75,000 in CDBG funds to assist <br />in the 2008 comprehensive plan update. <br /> <br />Councilmember Elvig inquired why the funding request is not for the full $300,000. <br /> <br />Ms~ Frolik replied in the past two years the City has received more than $500,000 for <br />redevelopment of industrial sites. There are not any other .sites on the radar screen for 2006. <br /> <br />Councilmember Elvig inquired if this funding could be used for senio~ housing needs. <br /> <br />Ms. Frolik explained a budget must be tumed in with the funding request with a specific plan. <br />This type of budget and plan is not in place for 2006. <br /> <br />Motion by Councilmember Cook, seconded by Councilmember Elvig, to direct City Staff to <br />submit an application to Anoka County for up to $75,000 in CDBG funds to assist in the 2008 <br />Comprehensive Plan update. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Cook, Elvig, Jeffrey, Pearson, <br />and Strommen. Voting No: None.
