from his own for the estate caretakers. Mr. Kveton prefers to develop a hobby farm with all the <br />buildings on one parcel; he is not interested in subdividing or developing the property. The <br />property is approximately 35 acres in size. It is located in the Rural Service Area for which there <br />is a density restriction of four units in forty acres. The additional home on the property would <br />not violate the density restriction. If or when there is a desire to plat the dwellings onto separate <br />lots of record, there is a sufficient distance between the two homes to do so and meet setback <br />requirements. <br /> <br />Citizen Input <br /> <br />John Gobernatz, 17515 St. Francis Boulevard NW, Ramsey, stated that in his opinion it 'would <br />not be a good idea to allow for an additional home on the property because the cul-de-sac that <br />exists is very insufficient and trucks have a difficult time maneuvering in and out of the property. <br />He also noted that a couple of years ago he was renting out another dwelling on his own property <br />and was notified by the City that he could not have another dwelling on his property and was <br />forced to remove his renters. <br /> <br />Acting Community Development Director Frolik replied in regards to Mr. Gobernatz's situation, <br />he received a letter from the City after a complaint was received by Staff that a second dwelling <br />on the property was being rented. The letter informed Mr. Gobernatz of three options which <br />included a) vacating one of the dwellings, presumably the pre-existing homestead, b) apply for a <br />conditional use permit for a second dwelling on one lot, c) apply for a minor subdivision to <br />provide a separate lot of record for each dwelling. Mr. Gobematz visited with staff on August 5, <br />1996 after receiving the letter and indicated that he was having difficulties with his renters and <br />chose to evict them. <br /> <br />Motion by Commissioner Jensen, seconded by Commissioner Nixt, to close the public hearing. <br /> <br />Motion Carried. Voting Yes: Chairperson Anderson, Commissioners Jensen, Nixt, Dempsey, <br />Johnson, and Wivoda. Voting No: None. Absent: Kociscak. <br /> <br />The public hearing closed at 7:23 p.m. <br /> <br />Commission Business <br /> <br />Chairperson Anderson called the regular meeting of the Planning Commission back to order at <br />7:23 p.m. <br /> <br />Chairperson Anderson inquired if staff had any comments in regards to trucks not having proper <br />access. <br /> <br />Acting Community Development Director Frolik replied that the mm-around is very fight. <br /> <br />Planning Commission/January 4, 2000 <br /> Page 3 of 10 <br /> <br /> <br />
