Bob Longfield, 5751 177t~ Avenue NW, Ramsey, stated that he was concerned with a tower <br />being constructed at the end of their road. He questioned why U.S. West would want to place a <br />tower at the entrance of a residential development when the majority of the towers are <br />constructed in retail or commercial developments. <br /> <br />Michael Roark, 5905 177th Avenue NW, Ramsey, stated that he does not want a cell tower in his <br />neighborhood. He felt the telephone companies should share towers instead of constructing <br />towers all over. Mr. Roark expressed concern over health risks with the tower. <br /> <br />Greg Landowski, 6131 Green Valley Road NW, Ramsey, stated that he was also concerned with <br />the health risks of the tower. He expressed that he does not want the tower in his development. <br /> <br />Tony Bocian, Property Specialist on behalf of US West Wireless, explained that the tower would <br />serve four carriers and that they have worked with City staff to locate the tower with the least <br />amount of impact. <br /> <br />Chairperson Anderson inquired as to the location of other towers in the area. <br /> <br />Dave Mitchell, Design Engineer for US West, reviewed the locations of the existing and <br />proposed towers in Ramsey, Anoka, and Andover, noting that this site would be the most <br />northern tower. <br /> <br />Commissioner Nixt questioned that height range of the existing towers. <br /> <br />Mr. Mitchell explained that the towers range from 75 on a rooftop to 160 feet. <br /> <br />Commissioner Jensen inquired if Anoka allows the towers in residential areas. <br /> <br />Mr. Mitchell replied only on rooftops, such as an apartment complex. <br /> <br />Chairperson Anderson questioned if U.S. West could address the health concerns. <br /> <br />Mr. Mitchell replied that US West Wireless is regulated by the FCC and they currently meet or <br />exceed FCC standards. <br /> <br />Acting Community Development Director Frolik stated that she reviewed the Federal <br />Communications Act of 1996 and it states that if the tower meets FCC regulations, a tower <br />cannot be denied based on health concerns. <br /> <br />Commissioner Johnson inquired if towers are permitted anywhere in the City of Ramsey with a <br />conditional use permit. <br /> <br />Acting Community Development Coordinator Frolik replied that they are. <br /> <br />Planning Commission/January 4, 2000 <br /> Page 5 of 10 <br /> <br /> <br />
