Motion Carried. Voting Yes: Chairperson Anderson, Commissioners Dempsey, Jensen,
Johnson, Nixt, and Wivoda. Voting No: None. Absent: Kociscak.

The public hearing closed at 7:57 p.m.

Commission Business

Chairperson Anderson called the regular meeting of the Planning Commission back to order at
7:57 p.m.

Commissioner Nixt stated that he would like more data submitted which would indicate the
current coverage areas and where the holes are located which would indicate the proposed site as
the only feasible location. If the areas that have holes are outside the City of Ramsey then the
tower should be located somewhere else.

Chairperson Anderson requested clarification on the conditional use permit questioning if the
permit is for allowing the tower itself of for the additional height.

Acting Community Development Director Frolik explained that a conditional use permit is
required to construct the tower and to allow for the additional height.

Commissioner Jensen stated that the proposed area is a beautiful site and the tower would be in
some resident's front yard. She questioned if the tower would be the tallest tower in the
metropolitan area and asked who paid for the outside consultant. The report from the
independent consultant does not seem assured that the proposed site is the best location.

Acting Community Development Director replied that the U.S. West application escrow pays for
the consultant costs.

Commissioner Nixt stated that they should review the preliminary approved Comprehensive Plan
and apply those provisions from this point forward.

Commissioner Johnson inquired if the project is time critical.

Mr. Mitchell replied that U.S. West has a very aggressive building schedule; a delay would have
an impact on the schedule.

Commissioner Dempsey questioned what the coverage would be at 75 feet.

Mr. Mitchell replied a half mile.

Commissioner Dempsey stated that Bums Township allows up to 200 feet for towers and
suggested that U.S. West co-locate with the existing tower on 167t~ and then construct a new
tower in Burns Township where the guidelines are not so stringent.

Planning Commission/January 4, 2000
