PW CASE//4 <br /> <br /> UPDATE ON PARK N RIDE FACILITY <br />By: Brian E. Olson, Assistant Director of Public Works/Principal City Engineer <br /> <br />Backgronnd: <br /> <br />Last month, discussion was held regarding the vision of the parking structures within the Town <br />Center and how that related to the Park and ride facility that we are considering. On December <br />12, 2003 we held a meeting with a consultant that specializes in conversion of Park and rides to <br />parking structures for multiple uses. Jim Lasher with LSA Design was recommended to us from <br />Anoka County Highway Department. <br /> <br />I have enclosed attachments to the case that outline: · Proposal for services <br /> · Description of LSA Design <br /> · Experience of the firm <br /> · Examples of Transit stations that were completed <br /> · Published articles on transit facilities <br /> <br />The proposal for services is estimated at $35,000. In 2002, Council authorized $104,000 for the <br />Park & Ride project. The Public Improvement Revolving Fund (PIR) loaned this amount to the <br />General Fund to be reimbursed over the next twelve years via the General Fund Property tax levy <br />(ending payable 2012). <br /> <br />It is anticipated that in the foreseeable future the City will be issuing bonds for the construction <br />of a new City Hall and parking ramp and thus the cost of obtaining Mr. Lasher's services could <br />be added to the bond issue. The City would be allowed to reimburse itself for any expenditures <br />occurred prior to the bond issue, with bond proceeds when received. The City should issue a <br />reimbursement resolution stating that they wish to reimburse themselves back with the bond <br />proceeds. This resolution will be available when the recommendation from the Public Works <br />Committee is brought to the City Council for ratification. <br /> <br />Recommendation: <br /> <br />City Staff recommends to hire Jim Lasher from LSA Design to determine the ultimate use of the <br />Park and Ride facility for a not to exceed amount of $35,000 and to authorize Staff to prepare a <br />reimbursement resolution. <br /> <br />Action: <br /> <br />Motion to recommend to the City Council to hire Jim Lasher from LSA Design to determine the <br />ultimate use of the Park and Ride facility for a not to exceed amount of $35,000 and to authorize <br />Staff to prepare a reimbursement resolution. <br /> <br />Reviewed by: <br /> <br />Director of Public Works <br />Assistant Public Works Director <br /> <br />PW: 1/20/04 <br /> <br />-0- <br /> <br /> <br />
