P.W. CASE #1 <br /> <br /> 2004 STREET MAINTENANCE PROGRAM <br /> By: Steven J. Jankowski, City Engineer <br />Background: <br /> <br />Attached to this case, under separate cover is the Feasibility Study for the 2004 Street <br />Maintenance Programs. This years program's consists of fourteen separate crackfill/sealcoat <br />projects covering 19.23 miles and two bituminous overlay projects covering 1.66 miles. The <br />City has conducted an annual street maintenance program since 1981. In recent years the initial <br />step of this process has been the presentation of the program to the Public Works Committee. <br />This year there are a few elements which warrant special mention. <br /> <br />(l) <br /> <br />While there has always been a schedule presented within the feasibility study of <br />key events, Table 6 of the study has been greatly expanded to list every milestone <br />associated with the project, including anticipated notification dates. This table <br />also identifies separately staff and council action. <br /> <br />(2) <br /> <br />It has generally been past practice to include each subdivision as a separate <br />project. However individual subdivisions which have similar amounts of square <br />yards of pavement per benefitted property have been aggregated together in an <br />effort to reduce administrative costs. The fight most column in Table 1 provides a <br />comparison of pavement area per assessed unit to justify this aggregation. <br /> <br />(3) <br /> <br />A listing of the assessment policies is attached as Appendix A, should the <br />Committee have any questions on the existing policy or desire to modify to <br />current policy in any way. <br /> <br />(4) <br /> <br />Project 04-14, the overlay of Rum River Hills, has several peculiar assessment <br />aspects. I've attached a sketch of the half section illustrating the street to be <br />overlayed and the assessed properties. The Rum River Golf course has three <br />outlots which border the streets to be improved. I have proposed three units of <br />assessments for the golf course. Also, the townhomes of Rum RiVer Hills have <br />twelve units which are served by Iodine Street. However, only lot 13, the <br />common area lot is continuous to Iodine Street. I have proposed assessing one <br />unit to the townhouse association. <br /> <br />Action: <br /> <br />Staff is open to any direction the Committee may have on the draft Feasibility Study.
