This letter is intended to
summarize the plan the City of Ramsey intends to follow in developing their water system supply.

1. The City of Ramsey will construct three new wells in the Franconia-Ironton-Galesville (FIG)
aquifer within the next 2 to 3 years. These wells will meet the short-term demands of the City.
2. The City of Ramsey will develop a plan, in conjunction with DNP,. Staff, to provide monitoring of
the FIG aquifer, the Mt. Simon aquifer, and any surface water tables which may be impacted by
increased pumping of the FIG aquifer. This monitoring plan may include 3 to 4 well nests. In
addition, the City will investigate the potential of utilizing existing wells for providing monitoring
data. The City will progress with developing this plan in order to have the monitoring plan
implemented prior to placing the first of the production wells on-line to the water system.
3. The City of Ramsey will develop a long-term water supply plan which will evaluate surface water
and ground water sources.

It is Brian Olson's intent to provide the City Council with information regarding this plan at their August
12, meeting. We would appreciate it if could conf'm-n that you agree with this plan by August 7, 2003.
Please contact me if you have any questions or comments regarding this plan. We look forward to
working with you throughout this process.

Sincerely,

jBo~n~ ~N & MENK, INC.
,/~Jon D.
