year and a half ago regarding the property and then waited until the proposed Comprehensive <br />Plan was more in place before putting together a plan. <br /> <br />Ms. Gust stated that if the land was developed commercially, the streets would probably not be <br />extended. <br /> <br />Rhonda Dammer, 5380 141st Avenue NW, would prefer to see a residential development rather <br />than industrial, but a low density residential development. <br /> <br />Mr. Baccus inquired if there were other plans proposed prior to the one presented. <br /> <br />Mr. Bulow replied that there have been other plans, but none had been submitted. <br /> <br />Mr. Baccus questioned if any of the plans included cul-de-sacs. <br /> <br />Mr. Bulow replied yes, but was told by City staff that through streets would make more sense. <br /> <br />Motion by Commissioner Dempsey, seconded by Commissioner Kociscak, to close the public <br />hearing. <br /> <br />Motion Carried. Voting Yes: Chairperson Anderson, Commissioners Kociscak, Wivoda, <br />Dempsey, and Johnson. Voting No: None. Absent: Commissioners Jensen and Nixt. <br /> <br />The public hearing closed at 9:21 p.m. <br /> <br />Commission Business <br /> <br />Chairperson Anderson called the regular meeting of the Planning Commission back to order at <br />9:21 p.m. <br /> <br />Motion by Commissioner Johnson, seconded by Commissioner Dempsey, to recommend that <br />City Council adopt Findings of Fact, removing items 11, 12, 13 and 14, and item #15 should read <br />"will be consistent", relating to the request to rezone the proposed plat of Mallard Ponds from B- <br />1 and B-2 Business to Planned Unit Development. <br /> <br />Further Discussion: Commissioner Johnson stated that the determination the Planning <br />Commission makes is not a final decision, the residents will be able to address the City Council <br />who will make the final determination. In his opinion, if the residents wanted to address the <br />modification of zoning in the Comprehensive Plan they should approach the City Council rather <br />than staff. In regards to the traffic issue, he is persuaded that there is a significant traffic problem <br />that will have to be dealt with and thinks there are a number of things the City can do to address <br />the issue. Commissioner Dempsey stated that he disagrees with Commissioner Johnson's <br />statement regarding addressing the traffic issues. He explained that this is a rezoning effort <br />under a PUD and every proposal submitted for rezoning shall be accompanied by a preliminary <br /> <br />Planning Commission/March 6, 2000 <br /> Page 15 of 25 <br /> <br /> <br />
