Scott Morette, 5334 142nd Lane, Ramsey, stated that during the last meeting there was discussion
regarding the Comprehensive Plan and a resident questioned if there was a representative from
the neighborhood involved in the process and the answer from the Commission and staff was no.
He feels that the residents need to be informed when there is a major change being proposed in
their area. He stated that he does not want the development at all because he moved to Ramsey
to get away from townhomes and apartments and suggested that the land be used for a park.

Chairperson Anderson replied that he is personally not aware if anyone from the area was in
attendance during the Comprehensive Plan discussions.

Commissioner Jensen stated that the Comprehensive Plan process allowed all resident to be
involved.

Roland Sare, 14107 Barium Street NW, Ramsey, stated that he had recently heard a comment
about the process of development within the metro area being compared to development in
Chicago. He explained that association living is geared towards empty
nesters or seniors. Everything within the development will be kept neatly, lava, s will be
~naintained, and plowing will be done by the association. He explained that there will not be a
lot of families living in these units, but more likely seniors that are still mobile, have driver
licenses and are very active. Seniors are more apt to come and go during the middle of the day
and usually don't travel during peak hours. The attached townhomes starting price will be in the
low $120's and the detached units will start in the mid $140's and go up to the $160's.

Ms. Gust replied that when she retires she would not want to move into a development where she
would be looking into another person's living room.

A resident inquired if the apartments will be a senior complex.

Mr. Bulow explained that he will not be building the apartments; that the site will be sold and he
is currently working with two builders that have proposed constructing one upper market
apartment complex and one senior complex. He noted that the agreement for the apartments
would include that the apartment cannot be subsidized.

Jem3. ifer Eckberg, 142"d Avenue NW, Ramsey, questioned why the City would need another
senior complex.

Mr. Bulow replied that the current senior complex has a very long waiting list. He also noted
that the open space of the development is well over 43 percent and the City requirement is 20

Planning Commission/March 20, 2000
