Peterson Environmental Consulting (PEC) is
approximately seventy-five percent (75%) complete with the GIS and data reduction components
of the inventory. There was a small hiccup in the process due to the fact that some of the City's
data is projected in NAD 27 and some is projected in NAD 83. However, PEC was able to work
around this and anticipates completing the office portion of the inventory work by the end of
December. The ground-proofing of the Preserve and Manage 1 wetlands will occur as soon as
weather permits this spring.

Motion by Chairperson McDilda and seconded by Board Member Max for Zoning & Recycling
Coordinator Anderson to convey this information to appropriate City Staff and the EPB will
update City Council Liaison Strommen with regard to the wetland inventory work.

Motion carried. Voting Yes: Chairperson McDilda, Board Members Olds, Max, Bentz, and
Sibilski. Voting No: None. Absent: Board Members Freeburg and HusWedt.

Case #2: MetroEnvironment Partnership Grant Status

Zoning & Recycling Coordinator Anderson reported that in mid October the City was officially
notified that the grant application was rejected. They felt the project had merit but that there
were other projects that were more closely in line with their goal of nonpoint source pollution
reduction.

Board Member Bentz mentioned that them is an organization that, for a fee, will search for grant
opportunities that are geared toward specified projects. Chairperson McDilda directed Board
Member Bentz to try and get more information about this organization for a future meeting.

Case #3: Review of Tree Preservation Ordinance

Zoning & Recycling Coordinator Anderson review with the Board the items that were discussed
at the October meeting including:

In 9.24.01 (General Provisions) Subd. 4 (Definitions)
1. The definition of Boulevard should be removed from this subsection as it is already
defined in the general definitions subsection (9.02) of City Code.
2. The definition of Zoning Buffer should be removed from this subsection since there is
now a subsection specifically addressing this matter in City Code.

In 9.24.04 (Private Trees in New Development Areas)
Environmental Policy Board / December 5, 2005
Page 2 of 8
