He <br />commented that dead end streets can be a problem for the Public Works Department, and the <br />Department would continue to deal with them, but it is not a preferred option. <br /> <br />Community Development Director Frolik pointed out that Barium and Argon Streets were not <br />intended to be dead end streets. She stated that the code requires developers to plat streets to the <br />boundaries of the developments to facilitate continuance of the road when adjacent parcels <br />develop. <br /> <br />Public Works Director Kapler stated there would be no parking on either side of the private roads <br />and there would be parking nodes provided within the development. <br /> <br />Commissioner Dempsey noted his preference for option #4. He commented that there are still <br />problems with Dysprosium Street that he would like addressed. As for the apartments, he noted <br />that the developer would still need to come back for site plan approval, so the City would have <br />further input on this item. He said he hoped staff would continue to explore options with the <br />County to provide a better traffic flow through the neighborhood. He asked if the proposed pond <br />and gazebo are being eliminated. <br /> <br />Mr. Bulow stated that these items will be on the final plan. <br /> <br />Commissioner Kociscak stated he agreed that option #4 was the best option. <br /> <br />Chairman Anderson stated he preferred option #2 because it eliminates his concerns about dead <br />end roads, and he reiterated his reservations about the apartments. <br /> <br />Motion by Commissioner Johnson, seconded by Commissioner Wivoda, to recommend that City <br />Council approve the rezoning and the preliminary plat of Mallard Ponds with option #4 as a <br />street layout with provisions emergency vehicle access, and with the berm adjacent to Lot 20 in <br />Flintwood. <br /> <br />Motion Carried. Chairman Anderson noted that part of the reason for the <br />layout is because of the City Charter, and it meets the intent of the Charter. Commissioner <br />Johnson commented on the public's interest in this development, and urged those who found the <br />process interesting to get involved with City boards and commissions. He noted the vacancy on <br />the Planning Commission and told interested parties to contact Community Development <br />Director Frolik. Commissioner Wivoda asked for an update on the process that the developer <br />must go through from this point. Community Development Director Frolik stated the developer <br />would need to update the preliminary plat for Council approval along with the request for <br />rezoning.
