Absent: Commissioner Nixt. <br /> <br />The public hearing closed at 9:10 p.m. <br /> <br />Chairperson Anderson called the meeting of the Planning Commission back to order at 9:10 p.m. <br /> <br />Motion by Commissioner Johnson, seconded by Commissioner Kociscak, to recommend that <br />City Council adopt an ordinance to repeal size restrictions for attached garages. <br /> <br />Motion Carried. Absent: Commissioner Nixt. <br /> <br />Case #5: Discussion of Tower Ordinance <br /> <br />Commission Business <br /> <br />Chairman Anderson reported that the Planning Commission had previously reviewed a request <br />from U.S. West for a Conditional Use Permit to locate a tower within the City. The Planning <br />Commission sent a recommendation of denial to the City Council, but the City Council returned <br />the application to the Planning Commission with a request that the ordinance also be revisited. <br />At the last Planning Commission meeting, the Commission indicated a desire to change the <br />ordinance. <br /> <br />Commissioner Johnson asked for staff's opinion of the ordinance and if they saw any <br />outstanding problems with the ordinance. <br /> <br />Community Development Director Frolik stated she would rather see the ordinance written to <br />provide for fewer towers to provide complete coverage of the City. <br />City Planner Rasmussen noted that some cities have overlay districts that dictate where towers <br />can be located. She pointed out that it could be hard to determine exactly where towers need to <br />be located because of market demand and because there are two kinds of wireless services-- <br />digital and analog. <br /> <br />Commissioner Wivoda stated he liked the idea of having a tower location setback, which was an <br />option presented by staff. He also liked the idea of having a 40-acre minimum on tower <br />properties. <br /> <br />Commissioner Dempsey recommended that the City work out a grid for tower locations that <br />would have the least affect on residential areas. <br /> <br />Commissioner Kociscak pointed out that the City should not make it easy to locate towers within <br />Ramsey because more companies will come and request towers. <br /> <br />Planning Commission/April 4, 2000 <br /> Page 8 of 10 <br /> <br /> <br />
