CASE # 7

SNOW REMOVAL ON CITY SIDEWALKS AND TRAILS
By: Grant Riemer, Public Works Supervisor

Background:

The City of Ramsey currently prioritizes sidewalks and trails in the school walking zones
as our first priority. Developed commercial areas in Ramsey Town Center are also on
this priority level. There is a second level of sidewalks and trails that are designated on
our plowing maps that fall slightly below the school priority that are mainly used for
recreation'. Both of these levels are cleared during the initial plowing after a snow event.
The third tier, which contains trails and some parking lots are done the next day or when
people and equipment are available. The delay is because some of the same people and
equipment are necessary to clean the skating rinks.

This still leaves us with several areas in the City where the sidewalks still need to be
maintained. Most of these neighborhoods have taken it upon themselves to clear the
walks, but some of the residents don't participate, leaving portions of the sidewalk not
cleared.

Staff is looking for direction on what type of snow removal policy the Public Works
Committee and ultimately City Council would like to implement for the future.

Action: Based on discussion

Reviewed by:
Public Works Director/Fire Chief
Assistant Public Works Director/Principal Engineer

PW: 01/17/06

33
