STREET LIGHTING POLICY

Purpose:
It shall be the purpose of the policy to provide a rational basis for the location, type and method of
financing of murfic~pal street lighting within the City.

Background:
Two distinct classifications of street lighting are acknowledged. Priority arterial street lighting
consists of lights placed at key intersections and other priority locations within the City. The chief
benefit from this type of lighting shall be for improving safety at the intersection and as a
navigation ~id to motorists. Because of the general nature of the benefits from this type of lighting,
it shall be financed through the City's general fund.
Subdivision lighting is the second classification of street lighting. The major benefits from this
type of lighting is increased pedestrian safety, particularly in areas without sidewalks, and
increased crime prevention. These benefits occur chiefly to residents of the subdivision, who
should be involved both in the decision to provide such s=eet lighting and the financing of the
system.

Priority Arterial Street Lighting:
Priority arterial street lighting locations shall be limited to intersections at the state trunk highways,
county ro~d~ and arterial city streets. Sequential priority levels shall be established which shall
generally ufiliTe traffic volumes as the chief cziteria. However, other criteria affecting priority shal/
include a) high frequency of nigh. me accqdents; b) marked pedestrian crossings at schools and
pearks- and ch unusual sight !imitauons. The City Engineering and Police Departments shall jointly
stab~sk, mlintain and i~odically review the pfiorit%, locations listed below:

~fiofirv A - Very Much Needed

Co.
