She stated if it is a PCS tower, they could be within the same parcel but
their signal would not be able to fulfill their entire target area and something farther north will
still be needed.

Mr. Longfield asked how far their range will be from the 167th Avenue tower.

Ms. Bocian stated it will go from 2.5 to 3 miles depending on the terrain.

Mr. Longfield stated it is only one and one-half miles to the Ramsey border so anything beyond
that distance that would serve property in Bums.

Ms. Bocian stated she would need an engineer to verify that area.

Mr. Longfield suggested a site in Bums be found to serve Bums.

Ms. Bocian stated the proposed site will serve Ramsey.

Commissioner Nixt stated Ms. Bocian is saying that colocating on the existing tower at 140 feet
would not provide sufficient coverage for their request and Mr. Longfield is suggesting the
Planning Commission look at what would be covered in Ramsey and wonders why the city
should be concerned about covering more than Ramsey.

Chairperson Anderson returned to the meeting at 7:54 p.m.

Community Development Director Frolik stated staff was asked at the last meeting to obtain
price quotes to analyze the tower ordinance for sufficiency and legalities and to request the
Council set a moratorium on new tower applications until review of the tower ordinance is
completed.

Commissioner Johnson stated the Planning Commission also wants to learn if there is a better
method to identify appropriate tower locations.

Planning Commission/April 10, 2000
