Wivoda have been researched but are not useable. She stated they have researched all potential
sites and are down to this site and the one currently under negotiations.

Commissioner Nixt noted they have not compared the area of coverage from the existing tower
on 167"~ with a shorter tower on the Gobematz site.

Community Development Director Frolik presented the findings of fact recommended for
adoption in January and identified in the meeting packet. She suggested, based on information
received tonight, the following finding of fact revisions:

9. Be amended to state the applicant is proposing to install fencing and landscaping
11. Be amended to indicate the dates of January 19, 2000, on the site plan showing landscaping
and fencing
16. Be amended to indicate the proposed use is proposed to be located in the rear yard of the
existing residence.
22. The Applicant's proposal for 180 foot high tower is equal to 240% of the 75 foot height limit
established in the Residential district and the Applicant has not provided evidence to support that
the surrounding topography, structures, vegetation and other factors make the height limit for the
complying tower impractical.

Motion by Commissioner Dempsey and seconded by Chairperson Anderson to recommend
adoption of the findings of fact as amended above relating to a request from U.S. West Wireless
for a conditional use permit to construct and operate a personal communication system tower.

Motion carried. Voting Yes: Chairperson Anderson, Commissioners Dempsey, Kociscak, Nixt,
and Wivoda. Voting No: None. Absent: None. Abstain: Commissioner Johnson.

Motion by Commissioner Kociscak and seconded by Commissioner Dempsey to recommend
Council deny the request of U.S. West Wireless for a conditional use permit to construct and
operate a personal communication system tower at 17515 St. Francis Boulevard NW based on
findings of fact.

Motion carried. Voting Yes: Chairperson Anderson, Commissioners Dempsey, Kociscak, Nixt,
and Wivoda. Voting No: None. Absent: None. Abstain: Commissioner Johnson.

OTHER COMMISSION BUSINESS

None.

ADJOURNMENT

Motion by Commissioner Anderson and seconded by Commissioner Wivoda to adjourn the
meeting.

Motion carried.
