Chairperson Anderson closed the regular portion of the Planning Commission meeting at 6:03 <br />p.m. in order to conduct the public hearing. <br /> <br />Public Hearing <br /> <br />Chairman Anderson called the public hearing to order at 6:07 p.m. <br /> <br />Presentation <br /> <br />Community Development Director Frolik explained that Ace Solid Waste is proposing, to <br />relocate their operation from Andover to Ramsey. The facility will include one building to house <br />their offices and truck terminal, and a second building to be used as a transfer station for <br />processing recyclables and mixed solid wastes. City Code requires a conditional use permit for <br />the transfer station part of their operation. Basically, the route trucks enter the transfer station <br />through one of four overhead doors and unload their materials onto the floor. The mixed solid <br />wastes are then loaded into open-top semi-trailers and recylcables are loaded into either open-top <br />or van trailers for transportation to final destinations. There is one lowered dock inside the <br />building for loading open-top trailers and there is one standard back-in dock for loading van <br />trailers. There are no mixed solid wastes left on the tipping floor overnight or over the weekend. <br />Any partial load remaining on the floor at the end of the work day is loaded into a semi-trailer <br />and the trailer remains parked inside the building ovemight. The loading of the trailer to <br />capacity is completed the next day when incoming route trucks start arriving again. Recyclables <br />are stored in an area of the building separate from the mixed solid waste tipping floor. <br />Recyclables are stored on the floor in the building until they reach a full semi load capacity. At <br />that time, they are loaded onto the semi-trailers and shipped to their final destination. <br /> <br />Chairperson Anderson stated the Planning Commission reviewed and recommended approval of <br />the site plan for the office and truck terminal portion of the development. <br /> <br />Citizen Input <br /> <br />Roger Hanson, Bake Star Company, stated they produce automated bakery equipment and do not <br />need the problems they believe will arise from the proposed use such as mice, birds, and other <br />wild creatures that will interfere with their business of bakery equipment. He stated their <br />property is adjacent to this proposed site and presented a map identifying their property. Mr. <br />Hanson noted the letter he had submitted regarding their concerns with the proposed use. <br /> <br />Chairperson Anderson noted receipt of five letters of opposition and asked that they become part <br />of the official record as follows: <br /> <br />· Gregory J.
