municipal wastes and included in that waste will be dirty diapers so it will include human fecal <br />matter as well as animal fecal matter. He stated he viewed the proposal before the City Council <br />which indicates there is potential for some of the material to be on the tipping floor overnight and <br />yet the proposed permit indicates no material would be allowed to be left on the floor overnight <br />but could be contained in track overnight. He noted it does not address what will be in the trucks <br />overnight that are parked outside and suggested material may be left in other trucks overnight if <br />they arrive back on the site late. He stated he is also concerned with the provision that simply by <br />going to the City Engineer, they could get their hours extended beyond the current request. Mr. <br />Hanson stated the definition as worded in the statute, indicates that the material coming in on the <br />route trucks is garbage and it is not considered mixed municipal waste until it is compacted in the <br />semis. He requested a clarification on that issue and whether recyclables will be picked from the <br />mixed municipal waste since they would be contaminated from the mixed municipal waste while <br />being stockpiled on the site for a period of time. Mr. Hanson stated it has been indicated this <br />mixed municipal waste will be placed in an open top semi but the statute indicates it must be <br />within a closed semitruck. He stated he noticed in the background information that there would <br />be compaction of the recyclables as well as the mixed municipal waste. He stated he is familiar <br />with compaction technologies and believes that activity will be very noisy with low level <br />vibration into the surrounding areas. He asked what type of compaction technology will be used. <br />Mr. Hanson restated the runoff issues are a big concern to them since the statute indicates the <br />trucks must be cleaned once a day. He stated it appears another building will be going on the site <br />and asked if this facility will be able to handle that type of effluent stream into the sanitary sewer <br />system as well as the entire industrial park. He asked if this could result in additional assessment <br />charges to his property to upgrade that system. Mr. Hanson stated the report says the trucks will <br />be in storage facilities but it appears they are open to the atmosphere and not totally enclosed. <br />He suggested that rain and animals and insects will be a concern as well as odors and runoff <br />being washed off the vehicles. Mr. Hanson stated the hours of operation are also a concern. He <br />reviewed the areas of service for Ace Solid Waste and suggested that given the number of <br />parking stalls and area of business, he is concerned whether those hours will be adequate. If they <br />are adequate, the number of tums on the equipment needed to service their, clients should be <br />indicated. He stated they are concerned about the wear and tear of the roads and upgraded <br />railroad crossing as well as the tax burden should there be premature failure of the infrastructure. <br />He stated there is a Environmental Map included the Ramsey City Planning Book and it indicates <br />the site is steep slopes, wetlands, and sensitive to flooding over the entire site. He stated <br />Minnesota Statutes 116 and Minnesota Rule 735 establishes standards for a transfer facility and <br />indicates you may not locate a facility of this type on a wetland. Further, the location may not <br />impact or hinder the enjoyment of life and property. He noted this facility is adjacent to a high <br />density residential trailer park with 50+ families and many small children living there. Mr. <br />Hanson stated the report indicates there is "a" residential housing unit but, in fact, it is many high <br />density units even though they are legally nonconforming uses. Mr. Hanson stated they are <br />concerned about the impact to their property values and enjoyment of their property. He stated <br />they have added a picnic area for their employees so they could enjoy outdoor lunches but they <br />would like to do that without putting up with the smells and insect problems that may come <br />along with the pond and this proposed facility. <br /> <br />Roger Hanson, representing Bake Star comPany, stated adjacent to that property is the railroad <br />tracks and light rail is planned along that corridor. <br /> <br />Planning Commission/April 10, 2000 <br /> Page 4 of 16 <br /> <br /> <br />
