CASE <br /> <br />2006 ANNUAL STREET MAINTENANCE PROGRAM <br /> By: Steven J. Jankowski, City Engineer <br /> <br />Background: <br /> <br />At tonight's meeting, public' heatings will be held on Improvement Projects #06-02 <br />through 06-11, which comprise the 2006 Annual Street Maintenance Program. The City <br />has a considerable investment in the 155 miles of bituminous street for which it is <br />responsible. It is estimated that the replacement costs of the bituminous and street base <br />approach $10 million. The City has established the practice of applying timely <br />preventative maintenance to the pavements to preserve this investment. In general, the <br />table below presents an idealized timetable for pavement maintenance. <br /> <br />Typical Bituminous Street Maintenance Cycle <br /> <br />Year Action <br />0 Construction <br />5 Sealcoat <br />12 Sealcoat <br />19 Overlay <br />24 Sealcoat <br /> <br />Budget constraints and pavement conditions are factors which alter the actual schedule <br />from the typical schedule above. <br /> <br />The City has had an annual maintenance program since 1981. Through the 1990 program it <br />was the City's policy to asse~s the total cost of the maintenance programs. Beginning in <br />1991, the City changed the policy and currently assesses 50 pement of the total project cost, <br />with the City financing the remaining half. A copy of the current assessment policies is <br />included as Appendix C of the a~tached feasibility study. <br /> <br />The 2006 program consists of eleven individual projects addressing the maintenance needs <br />on 18.34 miles of City streets. Projects 06-01 through 06-03 which covers 5.34 miles of <br />City streets, will receive a sealcoating preceded by sealing of cracks having widths which <br />exceed one-quarter inch. Projects 06-04 through 06-11 which involve 13 miles of street, <br />will receive a one and one-half inch bituminous overlay of the existing bituminous <br />pavement. The 2006 program includes 1.77 miles of MSA Street. <br /> <br />The 2006 program is proposed to be financed through a number of funding sources <br />including MSA funds, developer escrows, special assessments, and City general funds. It <br />should be noted that MSA streets will be special assessed in the same manner as other City <br />streets. A summary of the anticipated funding is attached and a br/ef description of the <br />unique funding associated with individual projects is presented below. <br /> <br />-157- <br /> <br /> <br />
