The streets scheduled for maintenance are illustrated in the figure entitled 2006 Street Program.
All streets proposed for the program have received a preliminary survey by the City Engineer
and Public Works Supervisor. A post winter survey will be:conducted prior to awarding bids in
April. Appropriate project adjustments will be made if any of the scheduled projects are deemed
to be inappropriate for'sealcoating due to advanced deterioration.

PROJECT QUANTITIES AND COSTS

Table 1 includes a listing of street lengths and pavement areas for each crack seal/sealcoat
project. Estimates are also provided for crack filling material application rates. Table 2 contains
the estimated construction costs for each of these sealcoat projects. Both the sealcoating and
crack filhng operation will be applied by a contractor selected through the competitive bidding
process. Previous program project costs along with the estimated 2006 unit prices for
sealcoating and crock filling are shown below:

Crack Project
Year Sealcoat Fill Cost
$/SqYd S/Lb $/SqYd
2003 $0.63 $1.00 $ 0.70
2004 $0.49 $1.02 $ 0.74 ·
2005 $0.54 $1.28 .$ 0.73
2006 est. $0.56 $1.35 $ 0.90

Bituminous overlay projects consist of applying one and 0ne-half inch bituminous overlays onto
the existing pavement. Tables 3 and 4 present summaries of the project quantities and
· construction costs, respectively. Prior to the overlay, failed areas will be removed and patched by
the City's Public Works Department, The number of tons required for street patct'fing is
estimated on an individual project basis. The rate churged for patching will be $200 per ton of
bituminous material which includes material and labor. The existing pavement will be tack
coated and a machine laid one and one-half inch overlay will be placed by a contractor selected
through the competitive bidding process. Existing driveways will be feathered to match the new
pavement along pavements with no curbs. The edge of the overlay street will be shouldered to
eliminate the drop off at the pavement edge formed by the overlay. The shouldering will be done
a class 2 shouldering aggregate. Previous years low bid and estimated 2006 unit prices for
overlays are shown below.

Bit
Year Overlay Project Cost
$ / Ton $/Sq Yd
2003 $27.00 $ 3,34
2004 $28.03 $ 2.67
2005 $29.19 $ 3.46
2006 est. $34.00 $ 4.18

Other overlay project costs elements include the milling of existing bituminous pavement. This
milling allows the new overlay to blend into the adjacent pavement with a neat even seam. The
cost of pavement milling is estimated at $ l 0 per square yard. Where no curbs are present,

-2- -161-
