CASE <br /> <br />APPROVE CONTRACT AMENDMENT FOR DESIGN OF RAMSEY <br />BOULEVARD IMPROVEMENTS AND AUTHORIZE BIDS FOR <br />IMPROVEMENT PROJECT #05-20 <br /> By: Leonard Linton, Civil Engineer II <br /> <br />Background: <br /> <br />The Ramsey Town Center project requires improvement of the adjoining county <br />highways. The city entered into a Joint Powers agreement with the county for these <br />improvements, with the City being responsible for coordinating the design and <br />construction of the work. The city requested a proposal for design services for the <br />Armstrong Boulevard, Ramsey Boulevard and Sunfish Lake Boulevard improvements <br />included in the Ramsey Town Center AUAR and Master Development Agreement from <br />TKDA. The proposal was accepted at the June 8, 2004 Council meeting. The case <br />included a note that the costs were for design services only and contract amendments <br />would be required as each project got closer to bidding and construction. <br /> <br />The city has received a request for Amendment No. 1 for bidding and construction <br />services on the Ramsey Boulevard Improvements. <br /> <br />Project Phase <br />Preconstruction Phase <br />Construction Phase <br />Total Project Fees <br /> <br />Cost <br />$25,859.00 <br />$168,140.00 <br />$193,999 <br /> <br />The majority of the Construction Phase fees are for construction observation. City staff <br />provides the majority of construction observation for all city projects; however consultant <br />observers have been used in the past to meet periods of excessive demand or to cover special <br />inspections. Use of city observers could result in a savings of $80,000. <br /> <br />The plans and specifications have been prepared by TKDA and have been reviewed by staff, <br />Anoka County and MN/DOT. <br /> <br />Staff Recommendation: <br /> <br />Staff recommends approval of Contract Amendment No. 1 with TKDA for the Ramsey <br />Boulevard Improvements, Improvement Project #05-20 in the amount of $193,999. Staff will <br />coordinate with TKDA to minimize the inspection time required under this amendment. <br /> <br />Staff recommends approval of the plans and specifications and authorization for advertisement <br />for bids.
