BOARD AND COMMISSION ATTENDANCE
By: Givonna Reed, Human Resources Manager

PC CASE #

Background:

In late 2003 the Personnel Committee had lengthy discussions regarding the fact that
commissioners were missing numerous meetings and that that could potentially result in a
lack of a quorum. The Personnel Committee considered several responses to this problem,
including appointing alternates or ex-officio members to serve on commissions. Ultimately,
the City's."Unexcused Absences" policy was repealed and the City Council adopted an
"Attendance Policy".

The City's Attendance Policy states the following:

The absence of a Board or Commission member from three or more regularly
scheduled meetings of his/her board or commission within any six (6) month
period shall be cause for removal of that member from his or her seat on the
board or commission. The City Council shall have the authority to remove
board or commission members for violation of this policy.

A recent review of board and commission attendance records shows that Ron Hustvedt of the
Environmental Policy Board and Robert Johnson of the Planning Commission have each
missed three meetings in the last six months. This is a violation of the attendance policy and
staff is seeking Council direction regarding how to proceed.

Committee Action:

Contingent upon discussion.

PC: 01-24-06

-311-
