the money would go towards the public good and it needs to be certain that the funds are spent in <br />a proper way. <br /> <br />Mr. Levine commented it sounds as though a work session is needed to be clear about what the <br />foundation is all about. He would be in favor of tabling this contribution request until that work <br />session is held. He encourages that work session to happen soon, as things are happening with <br />the sister city projects that need attention. <br /> <br />Motion by Councilmember Elvig, seconded by Councilmember Jeffrey, to table consideration of <br />the resolution authorizing $5,000 contribution to the City of Ramsey Foundation in support of <br />the Sister City Relationship with Loudi, China, and to move this discussion to a work session. <br /> <br />Further discussion: Mr. Levine stated the intent of this foundation is to support the City of <br />Ramsey. They want to be sure they can get this foundation off on the right foot. He does not <br />have a problem sitting down with the City Council and others to work through the questions. <br />The foundation would really like to see a collaborative effort with the entire City. City <br />Administrator Norman indicated this topic will be added to the next work session agenda. Staff <br />will be certain that public good is being addressed in the goals and action statement prior to the <br />work session for the Council to review. <br /> <br />Motion carried. Absent: Councilmember Olson. <br /> <br />Further discussion: City Attorney Goodrich advised the Council to review League of Mirmesota <br />Cities Public Purpose Memo, which is very stringent on what City funds can be donated to. <br /> <br />Case #16: <br /> <br />Consider Resolution Authorizing Eminent Domain if Necessary for the <br />Acquisition of Permanent Easements for the Northwest Sanitary Sewer <br />Project <br /> <br />City Attorney Goodrich reviewed that the City Council previously authorized the Northwest <br />Sanitary Sewer Project and acquisition of easements by direct negotiation. Approximately 11 <br />trail and sewer easements have been acquired with 19 still to be acquired. The Tinklenberg <br />Group continues to negotiate with property owners and is confident that several other easements <br />can be acquired by negotiation. However, in order to keep the project on schedule it is necessary <br />to now commence the eminent domain process. Mr. Goodrich advised the proposed resolution, <br />as required by State law does require formal appraisal of those easements, which need to be <br />acquired by eminent domain as well as continued negotiation with the affected property owners. <br />He advised the Council should also note receipt of a petition from affected property owners <br />opposing the trail aspect of the project. <br /> <br />Councilmember Elvig stated he has been contacted by affected landowners. He has concerns <br />regarding some of the acquisitions that cut right through some of their property. He does not <br />have a problem with the sewer, which is underground, but he is concerned about a walking trail <br />going through such places as an individual's mule pasture.
