Highway #10, and to amend the Memorandum of Understanding with the City of Anoka <br />approved April 13, 2004. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Elvig, Cook, Jeffrey, Pearson, <br />and Strommen. Voting No: None. Absent: Councilmember Olson. <br /> <br />The meeting was recessed at 9:06 p.m. and reconvened at 9:15 p.m. <br /> <br />Case #18: Consider Adoption of City Council Out-of-State Travel Policy <br /> <br />City Administrator Norman reviewed that at a work session held by the City Council on June 28, <br />2005, the City Council requested that a Travel Guidelines Policy be drafted for the City. Staff <br />had also learned that a new State Statute had been adopted during the 2005 legislative session <br />that requires that all local government units must develop a policy that controls travel outside the <br />State of Minnesota, for applicable elected officials of that government unit. The League of <br />Minnesota Cities developed a model travel policy for cities to consider and the City Council <br />discussed the model policy in a work session held on November 15, 2005. Changes discussed in <br />the work session have been incorporated into the policy. The policy is now ready for adoption. <br /> <br />Councilmember Elvig suggested striking the bullet point referencing the sister city relationship, <br />as it may be too specific for an overall policy. <br /> <br />Motion by Councilmember Cook, seconded by Councilmember Jeffrey, to adopt the City <br />Council Out-of-State Travel Policy with the following bullet item removed: ~Vhether the elected <br />official has been specifically assigned by the Council to visit another city for the purpose of <br />establishing a goodwill relationship such as a "sister-city" relationship. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Cook, Jeffrey, Elvig, Pearson, <br />and Strommen. Voting No: None. Absent: Councilmember Olson. <br /> <br />Case #19: Property Management on Highway 10 Parcels <br /> <br />City Administrator Norman reviewed that in September 0£2005 the City purchased the property <br />known as the NAU building through RALF Funding. The building included two areas that are <br />suitable for leasing. As the City continues to acquire properties in the Highway 10 corridor it <br />will determine which ones will continue to operate at a profit or breakeven point for the City. To <br />ensure that these buildings remain in service staff is recommending that the City retain a <br />property manager for the buildings along Highway 10. The current proposal would be to hire <br />Premier Commemial Properties, Inc. to operate the NAU building per the terms described in the <br />proposed contract. The building currently houses a storage operation for boats and RV's. The <br />front of the building could be leased out for an office/showroom user. The Property Manager <br />would be in place to market the vacant space and to manage existing tenants. <br /> <br />City Attomey Goodrich advised he will be making changes to the agreement, as a more thorough <br />document laying out the relationship has been drafted.
