Charter Commission <br />Meeting Date: 02/02/2023 <br />By: Katie Schmidt, Administrative Services <br />Information <br />5.3. <br />Title: <br />Review Proposed Amendments to Section 4.1 and 4.2 of Chapter 4 of the Charter - Nominations and Elections <br />Purpose/Background: <br />Purpose <br />The purpose of this case is to review proposed amendments to Sections 4.1 and 4.2 of Chapter 4 of the Charter - <br />Nominations and Elections. <br />Charter Commission Approvals - To Date <br />The Charter Commission approved changes to Section 4.1 and 4.2 at the November 17, 2021 Charter <br />Commission Meeting. Upon further review, a few additional changes are recommended to conform with <br />Minnesota State Statues regarding election notices and to better match how election notices are handled. These <br />changes will help in administering City elections. The first attachment reviews the proposed changes to Section <br />4.1 and 4.2. Below the proposed revision is the clean updated version of what was previously approved at the <br />November 17, 2021 meeting. <br />Included in the attachments are two peer cities Nomination and Election chapters that include language similar to <br />what is being proposed. Richfield has a population of 36,661 and Hastings has a population of 22,303. <br />Minnesota Statute 205.16 is the third attachment. The City of Ramsey has followed the notices outlined in the <br />State Statute for regular municipal elections and special elections. <br />The Charter Commission recently approved changes to Section 4.4 at the October 26, 2022 Charter Commission <br />Meeting.
