density. As it is currently drafted, the number of units allowed under low, medium and high <br />density relate to the Comprehensive Plan and Council can change those numbers in the <br />Comprehensive Plan with a 3:5 vote; if the numbers were specifically called out in the table, it <br />would take a 4:5 vote of Council to change them. <br /> <br />Commissioner Johnson stated that the ordinance should be structured to 1) state the purpose; 2) <br />establish the requirement for tiering of lot sizes; 3) establish alternatives to tiering when tiering <br />is unfeasible; 4) establish that roadways, topographical features, or a 300 foot separation can <br />replace one or more of the tiers. Commissioner Johnson went on to explain that the intent of the <br />ordinance is to protect the people that bought property thinking that the property next to them <br />would be developed consistent with their own neighborhood. It is not reasonable to apply that <br />same concept to people that bought property adjacent to property that was already zoned for a <br />higher density residential use. <br /> <br />The discussion evolved further and it was also suggested that if property is rezoned from <br />commercial or industrial to any density of residential use, then density transitioning would not be <br />required of the development project. In the opinion of the Commission, any residential use (low, <br />medium or high density) is not a change in use from commercial and industrial. The persons <br />owning the adjacent property did not have an expectation that the property would be developed <br />with a quiet, single family use. <br /> <br />The c6nsensus of the Commission is that the proposed ordinance, as amended this evening, may <br />be forwarded to City Council with the caveat that the Planning Commission has not had the <br />opportunity to review this version in print. <br /> <br />COMMISSION INPUT <br /> <br />Chris Dempsey stated that he is resigning from the Commission effective November 3, which <br />coincides with his residency in the City of Ramsey. He noted that someone will have to be <br />appointed to the Chapter 9 Rewrite Committee to fill his vacancy. <br /> <br />The consensus of the Commission was to cancel the Chapter 9 Rewrite committee meeting <br />scheduled for October 26 and reschedule the November committee meeting from Thursday, <br />November 23 to Thursday, November 30. <br /> <br />ADJOURNMENT <br /> <br />Motion by Commissioner Johnson and seconded by Commissioner Reeve to adjourn the special <br />meeting of the Planning Commission. <br /> <br />Motion carried. Voting Yes: Chairperson Nixt, Commissioners Dempsey, Johnson, Kocisak, <br />and Reeve. Voting No: None.
