He suggested that if they retain the proposed <br />language in the ordinance they could possibly mitigate the concerns by requiring the <br />development to adhere to the strictest setback and screening standards, those of the current <br />zoning or those of the proposed zoning. <br /> <br />Julie Horn, 6031 145th Lane NW, Ramsey, stated that she has been in the area for over 25 years. <br />In her opinion she felt that the ordinance covers all bases and should move forward. She stated <br />that as long as the high density development is situated in an area where it can best serve the <br />community then she would be in favor of it. <br /> <br />Motion by Commissioner Johnson, seconded by Commissioner Kociscak, to close the public <br />hearing. <br /> <br />Motion Carried. Voting Yes: Chairperson Nixt, Commissioners Johnson, Kociscak, and Reeve. <br />Voting No: None. Absent: Commissioners Griffiths and Wivoda. <br /> <br />The public hearing closed at 7:52 p.m. <br /> <br />Commission Business <br /> <br />Chairperson Nixt called the regular meeting of the Planning Commission back to order at 7:52 <br />p.m. <br /> <br />Commissioner Kociscak stated that he agreed with the Council's concern regarding the rezoning <br />of commercial and industrial property to residential and he felt that a developer should be <br />required to abide by the transitioning requirement in those cases. <br /> <br />Chairperson Nixt also agreed. <br /> <br />Commissioner Johnson stated that he prefers the ordinance in its present form because he thinks <br />that on some of the smaller parcels it may not be feasible to achieve transitioning requirements. <br />He stated that he agrees with the comment of Orrin Thompson Homes and that the original <br />concept of the Charter amendment was to protect residential development adjacent to other <br />residential property. He does not think the Charter was intended for commercial property. <br /> <br />Community Development Director Frolik noted that the City Att°mey is comfortable with the <br />content and format of the ordinance, but would like to reserve the right to make further <br />clarifications if necessary. <br /> <br />Commissioner Johnson stated that he had questions regarding the traffic generation analysis <br />requirement.
