Commissioner Kociscak inquired if all of the units will back up to the wetland or the road, and <br />that none abut the existing neighborhood on the west. <br /> <br />Community Development Assistant Wald replied that that was correct. She explained that there <br />is a wetland and Sunwood Drive between the existing neighbors and the proposed development. <br /> <br />Jeff Johnson, ACCAP, requested that the Commission address the issue of who will own outlot <br />A. It is the opinion of ACCAP that it would make more sense for the City to retain ownership of <br />the outlot because the City could better guarantee that there would be no further development on <br />the property if the City owns the property. <br /> <br />Community Development Director Frolik noted that even if the wetland had not been separated <br />from the rest of the plat by the Sunwood Drive, the City would have received control of the <br />wetland area by simple drainage easements dedicated to the public on the final plat. <br /> <br />Commissioner Kociscak inquired as to why two of the units will not have a garage. <br /> <br />Mr. Johnson explained that there will be a four unit building for developmentally disabled adults <br />who typically don't drive. <br /> <br />Motion by Commissioner Johnson, seconded by Commissioner Kociscak, to recommend that the <br />City Council approve the proposed site plan for Ramsey Townhomes contingent upon <br />compliance with City staff review letter dated November 3, 2000, and obtaining a rear yard <br />setback variance, requiring maintenance of the tot lot be ACCAP's responsibility, and that the <br />City accept ownership of outlot A because it is consistent with the way that the City would treat <br />similar situations and because it gives the City better control over future land use. <br /> <br />Motion Carried. Voting Yes: Chairperson Nixt, Commissioners Johnson, Kociscak, and Reeve. <br />Voting No: None. Absent: Commissioners Griffiths and Wivoda. <br /> <br />Case #10: <br /> <br />Request for Approval of Tax Increment District No. 8 and Amendment to <br />Tax Increment <br /> <br />Community Development Director Frolik stated that the City of Ramsey wishes to establish Tax <br />Increment District No. 8 and amend Tax Increment District No. 2' to facilitate redevelopment. <br />The proposed use of the property (light industrial, warehouse, manufacturing and office) concurs <br />with the present Comprehensive Plan and the draft Comprehensive Plan. Approval by the City <br />Planning Commission is required by the State of Minnesota statues. The property within TIF <br />District No. 2 is already identified as "places to work" and would fall in line with the current <br />Comprehensive Plan and the draft Comprehensive Plan. The property, which is located on the <br />northwest corner of Sunfish Lake Boulevard and McKinley Street, is viewed as one of the <br />entrances to the City of Ramsey's Industrial Park. Interest has been expressed in redeveloping <br />this area and it is in the City's best interest to assist in this redevelopment process, which would <br />require a budget modification.
