convenience stores now days do have gasoline sales. SA was zoned B-1 and then was rezoned <br />B-2 and the Amoco was closed because of bad access to the site. He explained that the reason <br />they are interested in the site is because it is a controlled intersection and provides for safe <br />access. They have been working with staff for months to develop a plan that everyone can <br />support. Traffic congestion at peak times may occur occasionally and that is the reason to have a <br />gas station at a controlled intersection to allow for the flushing of the traffic. They will adhere to <br />the zoning ordinances pertaining to lighting which states that there cannot be lighting on the <br />residential side, and the lighting has to be down lighting. The site has also been designed to <br />allow for the tanker trucks to access and exit the facility adequately. They will also be dedicating <br />some of the land for the purpose of the bike path. They intend to service customers primarily in <br />a 1.5 mile radius, they will not be attracting traffic from all over the place. <br /> <br />Community Development Director Frolik noted that Anoka County Housing and Redevelopment <br />owns the senior complex and they were notified of the proposed rezoning. <br /> <br />Mr. Nieto stated that he did not address why there is a need for another gas station. Traffic <br />coming down on T.H. 47 is very heavy. He stated that residents in the area have had Realtors <br />looking into the impact that the gas station will have on the value of their homes and they have <br />indicated that there will be a significant drop in saleability. <br /> <br />Chairperson Nixt inquired if the residents had anything in writing from the Real Estate Agents. <br /> <br />Mr. Nieto replied that they could get that information. <br /> <br />Mr. Co field stated that they cannot say that their lights will not impact their hOmes directly <br />across the street. <br /> <br />Mr. Volavka inquired if the gas station would be open 24 hours. <br /> <br />Mr. Sacco replied that they are proposing a 24-hour operation. He explained that it is a lighted <br />intersection and it is not unreasonable to have a 24-hour operation. <br /> <br />Chairperson Nixt stated that he has noticed other Holiday stores near residential arehs close at <br />11:00 p.m. <br /> <br />Mr. Sacco stated he would be willing to look at an 11:00 p.m. closing hour. <br /> <br />Motion by Commissioner Kociscak, seconded by Commissioner Wivoda, to close the public <br />hearing. <br /> <br />Motion Carried. Voting Yes: Chairperson Nixt, Commissioners Kociscak, Wivoda, Griffiths, <br />and Reeve. Voting No: None.
