factor associated with developing parking nodes off a public street. Staff requested that the <br />applicant resolve the additional parking spaces issues with the City Engineer and CommUnity <br />Development Department. Barium and Cobalt Streets are proposed to be extended from the <br />south into the plat. Barium Street will turn to the west and become 152nd Lane and then "T" into <br />Cobalt Street and Cobalt Street will extend north to 153rd Avenue NW. The plat indicates that <br />Cobalt Street will be connected to an existing north/south private driveway on the Bills Superette <br />site and dedication of the private street as a public roadway will be required. No access is <br />proposed from St. Francis Boulevard NW. The pedestrian/bike path is proposed to be continued <br />along the east side of T.H. #47. The City passed an ordinance on August 22, 2000 requiring a <br />five foot sidewalk on at least one side of each through street in all urban subdivisions. The <br />proposed site plan needs to be modified to include the required sidewalk. The grading plan is <br />generally acceptable, the City Engineer is requesting a few modifications and clarification on the <br />proposed grade and ponding. A permit from MnDOT will be required for the discharge of <br />stormwater into the T.H. #47 system. A permit from the Lower Rum River Water Management <br />Organization will also be required. The proposed development will be serviced by municipal <br />water and sanitary sewer. City Code requires exterior wall finishes to consist of face brick, <br />natural stone, pre-cast concrete, finished metal frame paneling, or glass. The exterior wall <br />materials proposed for all of the multi-family units is maintenance free siding and asphalt <br />shingles. This is a deviation from City Code and will require City CoUncil approval. The <br />Parks/Utilities Supervisor is requesting several modifications to the proposed landscaping plan. <br />City Code requires a 15 foot buffer between existing residential developments and proposed <br />high-density developments. The site plan is deficient of this requirement and should be revised <br />accordingly. It was also noted that it appears a few of the townhome units encroach upon the 15 <br />foot screening setback and should be adjusted to maintain compliance with the setback. Staff <br />recommended Site Plan approval contingent upon compliance with City Staff Review Letter <br />dated December 5, 2000. <br /> <br />Mr. Slettner presented the Commission with color renderings of the proposed townhomes. <br /> <br />Community Development Assistant Wald noted that the Parks/Utilities Supervisor will be <br />meeting with the developer regarding landscaping issues. <br /> <br />Chairperson Nixt inquired if the developer had any concerns with the City Staff Review letter <br />dated December 5, 2000. <br /> <br />Mike Schneider, Homestead Multi-Family Development, replied no. <br /> <br />Mr. Slettner reviewed the storm water management plan of the site. <br /> <br />Chairperson Nixt questioned what the elevation difference will be between the existing <br />development to the new development. <br /> <br />Mr. Slettner replied that the elevation will be mainly consistent to the existing development. <br /> <br />Planning Commission/December 5, 2000 <br /> Page 9 of 17 <br /> <br /> <br />
