Case #2: <br /> <br />Request for a Variance to Four in 40 Density Standard; Case of Derek <br />Nordvik <br /> <br />Chairperson Nixt closed the regular portion of the Board of Adjustment meeting at 7:13 p.m. in <br />order to conduct the public hearing. <br /> <br />Public Hearing <br /> <br />Chairperson Nixt called the public hearing to order at 7:13 p.m. <br /> <br />Presentation <br /> <br />Community Development Director Frolik stated that Derek Nordvik resides on a 5-acre parcel at <br />15710 Armstrong Blvd. N.W. He is purchasing the property on a contract for deed from his <br />father, Donald Nordvik. Derek's mother is confined to a wheelchair 75% of the time and so <br />Donald thought that he could buy back 2.5 acres from his son and build a wheelchair accessible <br />home for he and his wife. Living next door to each other would provide Derek a way to assist <br />his dad in caring for his mother. The proposed lot split would meet the 2.5-acre minimum lot <br />size requirement, but it does not comply with the 4 units in 40 acres density restriction. Last <br />month they indicated that they could not wait any longer and submitted an application for a <br />variance to the 4 in 40 restriction. That same week, Donald Nordvik passed away suddenly and <br />Derek has chosen to proceed with the variance request and plan to build a home for his mother <br />on the northerly half of his property. The average size of the lots north of the Subject Property is <br />.9 acres; the lots to the west and south are approximately 2.3 acres in size. <br /> <br />Citizen Input <br /> <br />Board Member Kociscak inquired if there were any lots in the area that are ten acres. <br /> <br />Community Development Director Frolik replied that there is a remnant of a farm to the <br />immediate south, but that is the only parcel. <br /> <br />Chairperson Nixt inquired if most of the surrounding property was developed at less than 2.5 <br />acres. <br /> <br />Community Development Director Frolik replied yes, explaining that to the north, the lots are <br />one acre, and to the west, east, and south the lots are two to two and half acre lots. <br /> <br />Derek Nordvik, 15710 Armstrong Boulevard NW, Ramsey, explained that his mother is confined <br />to a wheelchair 75 percent of the time due to diabetes and his mother and father were planning on <br />building a handicapped accessible home on the property. Shortly after making the application <br />for a variance his father died suddenly which makes it now more important for him to be able to <br />construct a handicapped accessible home for his mother close to him. <br /> <br />Chairperson Nixt inquired if the property was set up to provide ingress and egress to City streets. <br /> <br />Mr. Nordvik replied that the property already has two driveways onto Armstrong Boulevard. <br /> <br />Board of Adjustment/December 5, 2000 <br /> Page 4 of 6 <br /> <br /> <br />
