CITY COUNCIL WORK SESSION <br />CITY OF RAMSEY <br /> ANOKA COUNTY <br /> STATE OF MINNESOTA <br /> <br />The Ramsey City Council conducted a work session on Monday, November 7, 2005, at the Fire <br />Station No. 1, 15050 Armstrong Boulevard NW, Ramsey, Minnesota. <br /> <br />Members Present: <br /> <br />Mayor Thomas Gamec <br />Councilmember Todd Cook <br />Councilmember David Elvig <br />Councilmember David Jeffrey <br />Councilmember Mary Jo Olson <br />Couneilmember Alan Pearson <br />Councilmember Sarah Strommen <br /> <br />Also Present: <br /> <br />City Administrator James E. Norman <br />Assistant City Administrator Heidi Nelson <br />Community Development Director Patrick Trudgeon <br />Police Chief James Way <br /> <br />CALL TO ORDER <br /> <br />Mayor Gamec called the work session to order at 6:02 p.m. <br /> <br />APPROVEAGENDA <br /> <br />City Administrator Norman stated that Natalie Haas Steffen, representing Lord of Life Church, <br />has to attend another meeting and has asked to move the Lord of Life case to be first on the <br />agenda. He noted that the first case has to do with the Capital Improvements Program. It has <br />just been handed out to the Council this evening. This has been revamped to be more readable - <br />it has been much improved. This is the time of year that the Finance Department updates all the <br />City's funds - balances, projections, etc. for the next five years. Approving the CIP does not <br />approve a project. This is simply a budget tool - a guide. Each project has to be individually <br />approved. He reiterated this is just a distribution - this will be back on a future work session for <br />discussion. That basically takes care of#l: '06 - '10 CIP. <br /> <br />#4: Lord of Life Fall Festival (Lord of Life Church) <br /> <br />Natalie Haas Steffen introduced Chase Johnson who is on the Board of Directors for Lord of Life <br />Church. Ms. Haas Steffen stated that the chumh has talked about fund raising ideas and decided <br />they would like to do a fall festival. It is being planned for the weekend before the City's Happy <br />Days celebration because that's when the church's fall kick-off is. Everything would take place <br />on the church grounds - a carnival, a dance, etc. She explained they are before Council tonight <br />to get Council's reaction to this idea. They talked with City Administrator Norman about it and <br />he suggested they make a presentation at a Council work session.
