Letter to Judge Bloomquist <br />March 25, 2010 <br />Page 2 of 2 <br /> <br />The Ramsey Charter Commission met on September 24, 2009, and the oath of office was <br />issued to Harry Niska. The Commissioners held a discussion relating to Chapter 8 of the <br />Charter, dealing with the petition/counter petition process. They moved to not amend <br />Chapter 8 but to have the City Attorney research language to add to petition forms and to <br />recommend a format for petition with regard to Chapter 8 of the Charter. A draft <br />ordinance was presented to the Commission amending Subsections 2.5 and 4.5 of the <br />City’s Charter. The proposed amendment to Section 2.5 changed the procedure for <br />announcing an elected office vacancy. The proposed amendment to Section 4.5.5 <br />changed the procedure for elected office vacancy when the vacancy occurs at a time so <br />close to either the primary or general election that the normal filing time requirements <br />cannot be met. The amendments are required primarily because of adoption of the <br />primary election system in the City some time ago. By unanimous vote, the Charter <br />recommended the ordinance be presented to the City Council. The City Council held a <br />public hearing on the proposed amendment on November 24, 2009 and formally adopted <br />the ordinance to amend 2.5 and 4.5.5 on December 8, 2009.
