CC Regular Session 5.2. <br />Meeting Date: 02/14/2023 <br />By: Katie Schmidt, Administrative Services <br />Information <br />Title: <br />Receive recommendation from the Charter Commission to amend the charter by Ordinance #23-04 under M. S <br />410.12, subdivision 7 <br />Purpose/Background: <br />The Charter Commission met on February 2, 2023 and is recommending the City Council amend the charter by <br />Ordinance #23-04 under M.S. 410.12, subdivision 7. The recommended ordinance is to amend the City Charter <br />prohibiting membership of City boards and commissions of non -city Ramsey residents. The language in <br />Ordinance #23-04 is the same language as the recently passed Ordinance #22-26 (attached for reference). The <br />Charter Commission tabled the decision to accept or reject the language of Ordinance #22-26. <br />Within one month of receiving a recommendation to amend the charter by ordinance, the city must publish notice <br />of a public hearing of the proposal. The city must hold the public hearing on the proposed charter amendment at <br />least two weeks, but not more than one month after the notice is published. Within one month of the public <br />hearing, the city council must vote on the proposed charter amendment ordinance. To pass, the vote must be <br />unanimous, including approval by the mayor. If Ordinance #23-04 is passed unanimously, it would supersede the <br />first Ordinance #22-26 previously adopted by Council and the Charter Commission would not need to meet to <br />review the tabled Ordinance. <br />The ordinance proposing the amendment is subject to the same publication requirements as other ordinances. The <br />ordinance becomes effective 90 days after passage and publication unless a later date is provided in the <br />ordinance. <br />Notification: <br />• A Notice of Public Hearing was published on Friday, February 10, 2023. <br />• The Public Hearing and Ordinance introduction will take place on Tuesday, February 28, 2023. <br />• Final consideration will take place on March 14, 2023. <br />Time Frame/Observations/Alternatives: <br />Next Steps: <br />• If the City Council unanimously approves adoption of Ordinance #23-04 on March 14, 2023, then the <br />Charter amendment would take effect 90 days after publication. If an affirmative vote is not received by all <br />Council members, the ordinance would fail. <br />Recommendation: <br />Staff does not hold a recommendation on this matter. <br />
