The City Council may consider, on an annual basis, contributions to
or contracts for services with not-for-profit organizations that provide social services to the
Ramsey community. Five criteria for determining whether funding shall be allocated to an
organization are listed in the Council packet. The criteria will not be limited to what has been
listed. Chief Way indicated the City Council will review funding requests during the annual
budget process. Staff will prepare documentation with regard to the criteria and provide
recommendations to Council for consideration.

Councilmember Strommen expressed her agreement with the criteria as drafted. She clarified
this is not a solicitation for non-profits; it allows the City to have some criteria for organizations
that approach the City with a cost effective partnership that supports the City's functions as a
govemment body.

City Council / January 10, 2006
