Councilmember Cook commented the Council had planned to improve the standard of living at the <br />Mobile Home Park if the City were to take it over. He inquired if there is an ordinance in place to <br />enable the City to press for a cleaner environment for the residents of the Mobile Home Park. <br /> <br />City Attorney Goodrich replied there is an ordinance in place; however, it may not meet current <br />requirements. He suggested the Council may want to direct staff to enfome the ordinance that is <br />currently in place and determine if the ordinance is sufficient to accommodate the standard of living <br />requirements. <br /> <br />Mayor Gamec commented some standard of living issues can be handled through the Fire Code; <br />however, garbage and sanitary issues would likely be addressed through the County Health Department. <br /> <br />The consensus of the Council was to direct staff not to continue with the purchase of the Mobile Home <br />Park, and to review the City Ordinance relating to standard of living conditions. <br /> <br />2) Urban Village Tour Findings <br /> <br />City Administrator Norman reviewed that the Council previously discussed a rough draft of the two <br />urban village tours last spring to the Phoenix area of Arizona and Los Angeles, California. He requested <br />direction and discussion from the Council on any changes to the proposed draft included in the <br />Council's packet. <br /> <br />The Council suggested the following changes to the draft of the Urban Village Tour Findings: <br /> <br />Include a purpose statement <br />Include a statement that there were two separate trips due to open meeting laws <br />Bulleted list of conclusions drawn by the Council that are relevant to Town Center, including the <br />following (and including conclusions previously discussed): <br /> Avoiding dead zones <br /> o Well integrated parking <br /> o Integration of water features <br /> <br />City Administrator Norman suggested the notes from the Chicago trip be included in the findings. <br /> <br />MAYOR, COUNCIL AND STAFF INPUT <br /> <br />Future Topics <br /> <br />Mayor Gamec requested a discussion of future topics to determine what can be eliminated from the list. <br /> <br />Disaster Management Planning <br /> <br />Public Works Director Kapler indicated there will be a simulation planned to discuss Council and staff <br />roles in the case of a disaster. <br /> <br />Illegal Signage within R.O.W. <br /> <br />Public Works Director Kapler indicated staffaggressively went after realty signage in November. There <br />is currently 90 plus percent compliance.
