DISCUSSION OF PROPOSED AMENDMENTS TO SECTION 9.11.02 <br />(ACCESSESORY STRUCTURES) <br /> OF THE ZONING CHAPTER OF CITY CODE <br /> By: Breanne Dalnes, Associate Planner <br /> <br />Background: <br /> <br />At the Planning Commission meeting in October, the commissioners expressed a desire <br />to review and possibly alter the accessory structure size limitations in order to reduce the <br />number of Conditional Use Permits granted for size coverage each year. The purpose of <br />this case is to review and comment on the suggested revisions. <br /> <br />Enclosed are the following docum6nts: <br /> <br />a) Accessory Structure Permits and Conditional Use Permit Information <br />b) Proposed Changes to Accessory Structure Limits <br /> <br />Observations: <br /> <br />Since 2003, the Planning Commission has received 17 requests from residents to exceed <br />square footage restrictions for garages. Of these requests, 15 have been for lots between <br />the sizes of .5 acres and 2.5 acres. The suggested revisions focus on these size categories. <br /> <br />The major revisions consist of two major changes: <br /> 1) Adjust size categories. The proposed changes divide the smaller categories <br /> differently. Under the changes, anything smaller than ½ acre would be <br /> allowed 980 square feet. The current category of 14,880 to 43,559 acres is too <br /> large in staff's opinion, and the proposed categories would be ½ to I acre and <br /> I to 1.5 acres. (see handouts) <br /> <br />2) <br /> <br />Increase allowable square footages. The major changes are proposed for the <br />three categories in which many conditional use permits were requested. (see <br />handouts) The largest increase is 536 square feet for lots 1.5 to 2 acres in size. <br />These changes were based on the size of requested CUPs. An effort was made <br />to find a reasonable increase that would reduce the requests for conditional <br />use permits in the future. All categories were rounded off to the nearest <br />hundred for ease. <br /> <br />With these changes, staff is also iooking for a stricter stance on allowing conditional use <br />permits. It is important to discuss new criteria for obtaining a conditional use permit. <br />Such criteria could include a special use, (other than storage) additional landscaping <br />requirements, or larger lot sizes. <br /> <br />107 <br /> <br /> <br />
