Brad Lano, applicant, stated he is the owner of this property. The property has been vacant for <br />six months, and there were trailer sales located on the property previously. The neighboring <br />property is Minnesota Hitch. He was not able to attend the Planning Commission meeting where <br />this was discussed. This is likely the primary use for this property, there is only an issue because <br />the zoning has been changed. This is a small parcel that lends itself nicely to auto, RV, motor <br />home, or trailer sales. This parcel sitting vacant does not help him or the City. <br /> <br />Councilmember Elvig commented he is not sure what else could be done with this site. The City <br />has been headstrong on cleaning up Highway 10, but this site is sandwiched between two <br />outdoor sales activities. He asked what the length is of the conditional use permit. <br /> <br />Ms. Frolik replied the conditional use permit does not expire. The Council could consider an <br />interim use permit, and the use would be reviewed periodically. <br /> <br />Councilmember Elvig expressed his preference for a sunset on the permit to allow for the <br />possibility for a new use with massing of the ground in this area. At this point' he does not know <br />what else could be done with the property. <br /> <br />Mayor Gamec stated he would be more in favor of something like an interim use permit. This <br />property has been operated nicely and cleanly, and he would hope whatever use the site is rented <br />to would be controlled. <br /> <br />Councilmember Strommen indicated she would be in favor of the interim use approach as a <br />temporary solution to allow the property to be utilized. She stressed the need to be careful about <br />second guessing the Comprehensive Plan. <br /> <br />Councilmember Elvig asked the applicant if three years would be a reasonable time period for an <br />interim use permit. <br /> <br />Mr. Lano replied he would prefer four years. <br /> <br />Motion by Councilmember Cook, seconded by Councilmember Strommen, to table the request <br />for a conditional use permit to allow for motor vehicle sales with an outdoor display area, Case <br />of Lumax, LLC, and to direct staffto draft findings in favor of an interim use permit for the site. <br /> <br />Further discussion: City Attorney Goodrich asked if there are any 60 day rule issues that will be <br />affected by tabling this application. Ms. Frolik replied it is likely that the applicant would waive <br />the 60 day requirement. Mr. Lano responded that is correct. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Cook, Strommen, Elvig, Jeffrey, <br />Olson, and Pearson. Voting No: None. <br /> <br />Further discussion: Councilmember Jeffi-ey clarified the applicant will not need to reapply for a <br />permit and pay an additional fee.
