P46

Case #11:

Request for Preliminary Site Plan Review of Asissi Restaurant/Nightclub:
Case of National Growth, LLC

Community Development Director Trudgeon stated the Asissi Restaurant/Nightclub is an
exciting project planned for the Town Center Core Area. This is a project that is allowed in the
Town Center District. The Council will review the preliminary site plan tonight. Staff and the
applicant would like to hear comments from the Council regarding the design.
Kathy Anderson, President of Architectural Consortium, provided a presentation of the
preliminary site plan for Asissi Restaurant/Nightclub, including the following information: · Deli market
· Lunchtime restaurant
· Curbside pickup
· Nightclub
· Flame Tower/Water Tower
· Rooftop with bar, fireplaces, grills, outdoor movies/cinemas
Abel Lawabni, Asissi. Restaurant/Nightclub, provided an overview of the concept for Asissi
Restaurant/Nightclub including the following information:
· Restaurant with Italian cuisine: somewhat on the high end, but with casual prices; buffet
style served by the chef; waitresses serving drinks
· Transition to a nightclub at about 1l:00 p.m. including dry nights for teens, music on
Sunday nights for Christians, and a biker night.

Mr. Lawabni asked what the schedule is for the park with water features, which is essential to
Asissi. He asked when the road between Asissi and the water feature park will be completed and
who is in charge of that road.

City Administrator Norman replied the first phase of the park may be done as early as next year,
but it may take three years to complete.

Mr. Lawabni stated they purchased this outlot and want Asissi to be the anchor. It will be a
strong and solid anchor, but what will happen around this anchor is important to be sure that the
plan will work well.

Mayor Gamec stated the intent is to move things along. It is necessary to work with the master
developer, as they have a commitment to do certain things.

City Administrator Norman stated this developer is putting a lot of effort, energy and financial
commitment into this facility to make it a true anchor. They would likely want the City to
appreciate those efforts. He noted the City has made a commitment with the parking ramp.
Councilmember Elvig stated the City made a commitment to Cobom's in the configuration of the
main road. The City realizes the anchors are important to this project. They have been looking
for something like this concept, with someone to pioneer something state of the art in the
community.

City Council / November 22, 2005
