City Attorney Goodrich indicated the opposition stated in the petition is to the trail. <br />Mayor Gamec inquired if the proposed trail is necessary in the City's linking of trails. <br />City Administrator Norman replied the trail has always been included in the City's plan. <br />Councilmember Cook noted one of the reasons the City looked at a trail in this area is for the <br />ease of access to maintain the sewer system. <br /> <br />Mayor Gamec noted for the record the City has received letters from Charles and Cecilia LaDue, <br />Pete and Maynette LaDue, Karina Higareda and Loren Frank. <br /> <br />Loren Frank, 6720 158t~ Lane NW, stated there are three real concerns for the property owners. <br />The first concern is the bike trail, which is not acceptable to them. The trail cuts through their <br />property and there are privacy and security concerns. He questioned who would want the <br />general public coming through their private property. He stated right now their land is a natural <br />setting with wildlife. He has not been spoken to by anyone from the City. The people that came <br />to speak to him were very uninformed; the dollar amount presented was incorrect as if the land <br />were all wetland, while they will actually be coming through his hard tree grove. He stated all of <br />their concerns were listed to the individuals that presented the offer, and they have never gotten <br />back to them regarding those concerns. He stated he was told by the surveyors that the <br />motivation for the bike path was for a link from Alpine Park to Central Park. He reviewed an <br />alternative route where the City already has easements and would not need to impact residents. <br /> <br />Mayor Gamec explained the trail would actually link Elmcrest Park to Central Park. <br />Mr. Frank stated the property owners would like an opportunity to consult with the proper City <br />official regarding the placement of the sewer line. The individuals that made the offer to them <br />are non-responsive. The property owners do not understand why the sewer line cannot be placed <br />on the far edge of their property. <br /> <br />Mayor Gamec explained the City does not get involved in day to day negotiations; the firm that <br />has been retained conducts the negotiations on behalf of the City. If there is a problem in the <br />negotiations the Council is informed. He stated the property owners can talk to the City <br />Engineer regarding the sewer line if they would like, as the Engineering Department sets the <br />plan. <br /> <br /> Mr. Frank stated the issues he communicated are the main issues among the 20 holdouts. The <br /> final issue is the compensation issue. The individuals that made an offer to him knew nothing <br /> about his property and were completely unaware of what they were impacting. He stated he <br /> would like someone to come out and mark his property to determine the impact. <br /> <br />Mayor Gamec indicated the Engineering Department can assist Mr. Frank in marking the <br />property. <br /> <br /> City Council / December 13, 2005 <br /> Page 22 of 37 <br />P74 <br /> <br /> <br />
