CASE # <br /> <br /> PUBLIC HEARING <br />REQUEST FOR A CONDITIONAL USE PERMIT FOR A <br />SELF-SUPPORTING LATTICE-STYLE COMMUNICATIONS TOWER; <br />CASE OF ANOKA COUNTY <br /> By: Chris Anderson, Zoning & Recycling Coordinator <br /> <br />Background: <br /> <br />The City has received an application from Anoka County to construct and operate a lattice-style <br />communications tower, intended to strengthen the Public Safety Radio System's signal in <br />Ramsey, on a portion of Lot 2 Block 1 Holasek's Addition, which together with the Municipal <br />Center Campus, is Collectively referred to as the City Hall campus, adjacent to the existing <br />substation. <br /> <br />The following items are enclosed for your information: <br /> <br />a) <br />b) <br />c) <br />d) <br />e) <br /> <br />Site location map <br />Photos of an existing tower and equipment building representative of this request <br />Public Safety Board resolution supporting this request <br />Proposed findings of fact <br />Proposed conditional use permit <br /> <br />Notification: <br /> <br />State statute requires notification of the public hearing to property owners within 350 feet of the <br />subject property. Staffsent out notices to all property owners within 350 feet. <br /> <br />Observations: <br /> <br />Currently, the Public Safety Radio System equipment that serves the Ramsey area is situated on <br />the roof of the Government Center in downtown Anoka. Within certain areas of Ramsey, the <br />radio signal for first responders is not as strong as desired. Therefore, Anoka County is <br />proposing to construct a self-supporting lattice-style tower, which would be 195 feet in height, in <br />the northeast comer of the City Hall campus, adjacent to the substation. A six (6) foot diameter <br />microwave dish would be mounted on the tower to connect with the rest of the Public Safety <br />Radio System. The proposed tower would create a strong, seamless signal throughout Ramsey. <br /> <br />City Code states that no new tower shall be approved unless the Council finds that the equipment <br />planned for the proposed tower cannot be accommodated on an existing tower or building within <br />a one (1) mile radius of the proposed tower. Anoka County has stated that none of the existing <br />towers or water tower sites are located in an area that would provide sufficient coverage. <br /> <br />51 <br /> <br /> <br />
