CASE # 7 <br /> <br /> PUBLIC HEARING <br /> REQUEST FOR COMPREHENSIVE PLAN AMENDMENT; <br /> CASE OF E & G DEVELOPMENT, LLC <br />By: Sylvia Frolik, Asst. Community Dev. Director/HRA Exec. Director <br /> <br />Background: <br /> <br />Lawrence Olson of E&G Development, LLC, has submitted an application for an amendment to <br />the 200I Comprehensive Plan. The request is to change the land use designation from Medium <br />Density Residential to Low Density Residential on Outlot B, Amber Ridge. The property is <br />located on the east side of T.h. #47, at the south terminus of Argon Street N.W. The amendment <br />to the Comprehensive Plan, coupled with a rezoning and subdivision request,.would allow the <br />applicant to develop the property with single family homes. <br /> <br />The following items are enclosed for your information: <br /> <br />a) Site Location Map <br />b) Proposed sketch plan for Alpine Acres 2na Addition <br /> <br />Notification: <br /> <br />State law requires that the City notify property owners within 350 feet be notified of the public <br />heating. Staffattempted to notify property owners within 700 feet of the subject property. <br /> <br />Observations: <br /> <br />The property is approximately 2 acres in size and is zoned R-2 Medium Density Residential, <br />permitting development at up to 7 dwelling units per acre. The properties to the north and east <br />are developed and zoned R-1 Residential, permitting up to 3 dwelling units per acre. Two vacant <br />parcels south of the subject property totaling approximately 6 acres are zoned R-2 Medium <br />Density Residential. Mr. Otson is proposing to extend Argon Street south and develop 5 single <br />family homes around the extended cul-de-sac. <br /> <br />Until such time as the Comprehensive Plan is updated, the City Council adopted an Interim <br />Policy for Comprehensive Plan Amendments to serve as a guideline for reviewing applications. <br />Below are the criteria to be used when determining the suitability of a Comprehensive Plan <br />Amendment. <br /> <br />1. The proposed land use considers traffic levels and patterns. <br /> a. Traffic impacts of the proposal should be assessed for adjacent streets and <br /> affected collector streets. Impacts resulting in a safety hazard, increase in fire or <br /> police response time, or substantial increase in traffic congestion should be <br /> mitigated. <br /> <br />65 <br /> <br /> <br />
