wetlands for wastewater treatment according to 7050.0130; subpart F are no_.~t "waters of the <br />state." <br /> <br /> Wet Detention Facility - A permanent man-made structure for the temporary storage of <br />runoff that contains a permanent pool of water. <br /> <br /> Wetlands - As defined in Minnesota Rules 7050.0130, subpart F, "... "wetlands" are <br />those areas that are inundated or saturated by surface water or groundwater at a frequency and <br />duration sufficient to support, and that under normal circumstances do support, a prevalence of <br />vegetation typically adapted for life in saturated soil conditions. Wetlands generally include <br />swamps, marshes, bogs, and similar areas. Constructed wetlands designed for wastewater <br />treatment are not waters of the state. Wetlands must have the following attributes: <br /> <br />A.) A predominance ofhydric soils; <br /> <br /> B.) Inundated or saturated by surface water or groundwater at a frequency and <br />duration sufficient to support a prevalence of hydrophytic vegetation typically adapted for life in <br />a saturated soil condition; and <br /> <br />C.) Under normal circumstances support a prevalence of such vegetation. <br /> <br />The National Wetla~'ds Inventory Maps distributed by the U.S. Department of the Interior Fish <br />and Wildlife Service and Maps of Protected Waters distributed by the Minnesota Department of <br />Natural Resources are incorporated by reference in this definition. <br /> <br />The wetland inventory performed by the City of Ramsey as part of the Wetland buffer Ordinance <br />is also incorporated by reference. Field delineation and a report are required prior to any <br />construction. <br /> <br />9.27.04 Storm Water Pollution Control Plan. <br />Every applicant for a building permit, subdivision approval, or a permit to allow land disturbing <br />activities must submit a storm water pollution control plan (SWPPP) to the city engineer. No <br />building permit, subdivision approval, or permit to allow land disturbing activities shall be issued <br />until the city approves this plan. At a minimum these pollution abatement control practices must <br />conform to those in the current version of the Minnesota Pollution Control Agency's publication, <br />"Protecting Water Quality in Urban Areas." <br /> <br />Single Family and Multi-family units under 12 per building may follow the SWPPP prepared for <br />the development. This will require an agreement between the builder and the developer. A copy <br />of the agreement must be submitted with the building permit application. <br /> <br />9.27.05 General Policy on Storm Water Runoff Rates. <br />For rivers and streams storm water discharge rates must not increase over the predevelopment <br />ten (10) year and one hundred (100) year peak storm discharge rates, based on the last ten (10) <br />years of how that land was used. Also accelerated channel erosion must not occur as a result of <br />the proposed activity.
