1. EXECUTIVE SUMMARY <br />City Improvement Project No. 18-02 proposes to reconstruct streets within the HY-10 Area. The <br />project area is bordered on the north by Bunker Lake Boulevard, on the south by TH 10, on the <br />east by Armstrong Boulevard, and on the west by the employment district. Project area includes <br />146th Avenue, 147t1i Avenue, and Ferret Street. The streets total approximately 2,025 linear feet <br />(0.39 miles) in length. <br />Two roadway and pond options are being considered at this time. Option 1 includes a regional <br />pond located south of 146th Avenue and west of Armstrong Boulevard. A regional pond would <br />allow all properties south of 147t1i Avenue to forgo onsite stormwater treatment and utilize the <br />regional pond. The regional pond would require the purchase of the property at 8100 146th <br />Avenue NW. Option 2 includes a smaller stormwater pond for stormwater treatment of roadway <br />runoff only. Additionally, the Anoka Ramsey Athletic Association (ARAA) has been developing <br />plans on their property to construct a sports recreation facility. The resulting larger traffic <br />projections warrant further analyses. Maps showing the location and scope of the proposed <br />improvements are included as Figure 1 and 2 in Appendix A. <br />Initially, On July 11, 2017, the City Council adopted Resolution #17-07-170 authorizing the <br />preparation of a Feasibility Report for the reconstruction of HY-10 Ramsey. These streets were <br />originally included in the City's CIP as proposed 2015 overlay improvements. However, the <br />overlay work was delayed when construction of the Highway 10 & Armstrong Boulevard <br />Interchange was funded. Following completion of the Interchange, the pavement was re- <br />evaluated, and Staff determined it would be best to reconstruct these streets in the future. This <br />project is now listed in the current 10-year CIP as a total reconstruction. <br />On December 14, 2021, the City Council adopted Resolution #21-349 authorizing the engineering <br />services and preparation of this Feasibility Report Update. Much of the information contained in <br />this Update has been carried forward from the previously authorized and completed feasibility <br />report. <br />Upon ordering the Feasibility Report Update, the City Council directed Staff to review the <br />existing street alignments and explore whether the streets should be reconstructed in the same <br />locations, or whether it might make sense to realign or extend one or more of the streets to better <br />serve existing properties and/or to connect to the new Bunker Lake Industrial Park. <br />The engineer's opinion of probable construction costs including streets, drainage, public sewer <br />and water utilities, and property acquisition is $2,372,647.02 for option 1 and $1,827,778.74 for <br />option 2. A summary of the engineer's opinion of probable costs is included in Appendix B. <br />The project funding mechanisms are yet to be determined by City Staff. A combination of special <br />assessments to benefitting properties, street reconstruction bond proceeds, and stormwater utility <br />funds are possible. Sewer and Water Utility Funds would be used to pay for any public utility <br />improvements. <br />Option 1 identifies ten (10) parcels as receiving special benefit from the improvements and the <br />city -purchase of the parcel at 8100 146th Avenue. For option 2, Eleven (11) parcels have been <br />identified as receiving special benefit from the improvements.
