The Committee discussed the medium density residential area explaining that it was the intention <br />of the draft Comprehensive Plan to have the housing along C.R. #116. <br /> <br />Councilmember Connolly noted that the relocation of the Anoka-Hennepin Technical College <br />will probably not happen, but the site may be considered for a future high school. <br /> <br />Ben Tellefson, SRF, Inc., replied that constructing a high school would be more beneficial in <br />regards to traffic issues. He explained that light industrial would have a high impact on the <br />roadways. <br /> <br />Councilmember Zimmerman questioned if the Northstar Station should be more centrally located <br />between Ramsey Boulevard and Armstrong Boulevard. <br /> <br />Ms. Barts replied that a more central location would possibly be more appropriate since the train <br />would probably need a certain amount of stopping distance. <br /> <br />Councihnember Hendriksen stated that he feels the roads connecting C.R. #116 to the existing <br />northern neighborhoods would be beneficial and suggested holding a Council Public Hearing to <br />discuss the issue, notifying all of the property owners along the northern boundary of the <br />property to get their input on the additional roadways. <br /> <br />Mr. Tellefson reviewed the transportation impacts of developing the site, explaining that with the <br />addition of light industry to the area, the traffic volumes would be excessive for the intersection <br />of Ramsey Boulevard and Highway #10. He explained that the development would require a <br />four-lane road on both Armstrong Boulevard and Ramsey Boulevard and that all intersections be <br />signalized. He noted that the high school would be a much better land use for the area. <br /> <br />Councilmember Zimmerman inquired if an overpass, or two left turning lanes at the intersection <br />of Highway # 10 and Ramsey Boulevard would be a solution. <br /> <br />Mr. Tellefson replied that he had not researched the overpass as a solution, but noted that the <br />only other alternatives would be to require travel-demand management, or construct six lanes at <br />the intersection of Ramsey Boulevard and Highway #10, or scale back on the land use for the <br />area. <br /> <br />Councilmember Connolly inquired if it would be possible to provide another access into the <br />industrial site from Highway #10 between Armstrong Boulevard and Ramsey Boulevard. <br /> <br />Mr. Tellefson replied yes, but was unsure of the impact of the railroad track in doing so. <br /> <br />Councilmember Connolly suggested adding the new entrance from Highway #10 and then <br />closing off the access at Sunwood Drive and Ramsey Boulevard. <br /> <br />Public Works Committee/January 18, 2000 <br /> Page 2 of 7 <br /> <br /> <br />
