Case #3: Update on Year 2000 Construction Projects

City Engineer Jankowski reviewed the status of the 2000 projects. He stated that the Storm
Sewer Improvement 2000 project includes two separate storm water projects at this time: the
Juniper Ridge Drive project and the 164th Avenue storm sewer project. The need for an
additional storm project should be considered to best coordinate with the 2000 Street
Maintenance Program. The Flintwood subdivision is scheduled for bituminous overlay.
However, the drainage is very poor at the intersection at 142''a Avenue and Fluorine and Iodine
Streets. Unless these intersections are storm sewered, it might be anticipated that the overlay
would have a relatively short life. Staff proposed a storm sewer project consisting of installing
storm sewer for this area prior to the overlay. The cost is estimated to be $72,500 and would be
funded through the storm water utility.

Director of Public Works Kapler stated that the area is in very bad need of an overlay and he
feels it would be appropriate to correct the drainage problem at this time.

Councihnember Zimmerman inquired if there is a policy relating to drainage problems in
neighborhoods as to where the water goes and who will pay for it.

City Engineer Jankowski explained that the storm sewer itself would be paid by the storm water
utility fee, but some of the residents would be assessed for the overlay.

Consensus of the Committee was to recommend to the City Council adding the Flintwood storm
sewer project to the 2000 storm drainage utility projects.

The Public Works Committee discussed at length the issue of constructing a bridge across the
wetland area when expanding Sunwood Drive.

Consensus of the Committee was to direct staff to hire Hakanson Anderson to discuss the
possibility of installing culverts in the area rather than a bridge.

Case #5: T.H. #47 STP Project Update (Improvement Project #98-14)

City Engineer Jankowski stated that monies for the remaining properties required for the project
will be deposited on February 16, 2000, and the Right of Way No. 1 Certificate will be
transmitted to MnDOT.

Case #6: Public Works Additional Property Acquisition

Director of Public Works/Fire Chief Kapler stated that appraisals of the property should be
coming back this week, but noted he received a call from the spokesman for the owner of the
property who indicated they have found someone to lease the property for five-years. Mr. Kapler
emphasized that it is still a piece of property that has a lot of value to Public Works.

Public Works Committee/February 15, 2000
