Wetland Buffer Ordinance Review & Discussion <br />By: Chris Anderson, Zoning & Recycling Coordinator <br />Background: <br />CASE # 1 <br />At the May 16, 2005 Environmental Policy Board meeting, the wetland buffer ordinance was <br />reviewed. Based on that discussion, staff was directed to make several more revisions. Those <br />revisions have been completed and a revised draft ordinance is ready for review. <br />The following items are included for your information: <br />a) Revised draft wetland buffer ordinance (Exhibit 1) <br />b) Draft language for seeding specifications (Exhibit 2) <br />Observations: <br />While making the requested revisions, staff noticed that there are no setbacks included in this <br />ordinance. There are a couple possible concerns with excluding a structure setback from the <br />buffer. First, this could pose a fire hazard and secondly, it could eliminate any "usable" side/rear <br />yard of a property. Staff has revised the draft ordinance to include a fifteen (15) foot structure <br />setback from the edge of a buffer strip. <br />Also, Staff has included additional language regarding monumentation for your review. Finally, <br />Staff is looking for clarification on the seeding specifications. More specifically, should there be <br />language in the ordinance that outlines or specifies planting requirements? Some possible <br />language has been included for review. <br />Recommendation: <br />Based on discussion. <br />EPB Action <br />Based on discussion. <br />EPB: 06/20/05 <br />
